How to tell if visitors are voting dozens of times on a website poll.

The user is having a problem with an online poll.  It's for a small community website (there aren't hundreds of thousands of daily visitors). They have noticed that one of the others being voted for have received over 300 votes in ten minutes. The guess is that the other person being voted for is reloading the voting page constantly and submitting multiple votes.


How can they determine if the voting is honest?


If the IP address or a cookie is used by the website, how can they find out if votes will be consolidated?


Who should they contact? So many people don't pick up the phone anymore.
