SMTP Server Needed or something else? I need to email PDF files as soon as they are created

I have reports (PDF Files being placed into a folder on a shared network drive.  I would like these files to be sent to various recipients.  The files have unique names 

file A would be sent to joe@aaa.com

file b would be sent to simon@abr.com

etc.

Once these files get sent, I'd like to have them placed into an archive folder for storage (maybe a year or two).

What is the best way to get this job done?.  Is there a cheap and programmable SMTP server app that can 1. check the folder every hour for the presence of files, 2. email the files based on their file name, and  3. move the emailed files into an archive folder.

Is there a way, perhaps to have the email program trigger as soon as a file is placed in the server folder?

What is your current app running for PDF file creation?
What is your OS?

That's something SharePoint would work really well for.

My OS is Windows 10  Pro.
My PDF file creation app is SAP Business Objects BI Launch pad.

Unfortunately, my company is not a sharepoint shop.

I'm taking reports generated from SAP Business Objects/BI Launch Pad.

a file watcher is trivial , sending an email with an attachment is also trivial.
what you need is some some method of associating a file name or partial filename with a recipients email address.
