Unable to Open Server Manager after upgrade from Server 2008 to Server 2012

I upgraded my Directory Sync server that syncs Exchange with Microsoft 365 using Azure Active Directory sync from Windows Server 2008 to Windows Server 2012r.  After the upgrade, I am not able to open any of my sync applications, nor will Service Manager open.  I am unable to go into the features to see if it is turned on, because it won't open.  I looked in event manager and it is saying something about net framework.  Any ideas?

"saying something about net framework ": can you be more specific?

It may be that you need to install a newer version of .NET.  You can download it from Microsoft.

Looking further, it may be that .NET 4.8 caused the problem:

I'd make sure you have a good backup (and snapshot if a VM), download 4.8, and install it.

I installed net framework 7 and my server manager came up.  My Microsoft Azure Ad Sync service will not start.  It keeps telling me to make sure that my username is in the correct admin group.  It is.  I looked in the event manager and saw this information

The server encryption keys could not be accessed.
 
 User Action
 Verify that the service account has permissions to the following registry key:
 HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\AD Sync
 
 If the problem persists, run setup and restore the encryption keys from backup.

I am logged onto this computer as a domain admin.
