Get Exchange Control Panel/Exchange Admin Center running after restore install

Hello,

Looking for some suggestions with a Hybrid MS Exchange Server 2016 / Office365 setup.  In short, on-prem Exchange server went down, BUT we were only using it for AD Password Sync with Office365 (typical Hybrid).  I did a new build with Exchange Server 2016 CU23 using the restore mode...and it picked up the AD settings, after working on the various cert issues, rebuilding virtual directories, etc...the logs are running pretty clean...but when I try to log into ECP I get an ERROR 500 screen...the real issue is...we don't really "need" the Exchange server for anything other than AD Sync...we were thinking about using a 3rd Party tool to allow us to get rid of the Exchange server (I do understand that Microsoft does not officially support this)...and thoughts, other "success" stories going with 3rd party solution to eliminate the on-prem server?  About the only error I can see in the logs "Exchange ActiveSync tried to access a mailbox on Mailbox server "xxxxxxxxxxxxxx.com". It could not access the mailbox because the Mailbox server is offline."...but from what I can tell, the only thing we can do is to restore from backups (which is problematic due to a recent move of services)...plus, there were no local mailboxes running, they are all in Office365.  Thanks again.

Hello,
      Thank you for the response about the potential Bindings "issues"...but we are pretty sure this is not the case...as we are very familiar with binding and various certificates...we have tried both Self-Signed, Internally Signed (our internal MS Root CA Server), and a GoDaddy certificate...and all various bindings...to no avail.  We don't get just a blank page...we are actually getting a response ERROR 500...the AD sync is still working, and we are able to use the Exchange Management Shell to create new Office365 users, create distro-groups in Office365, etc...so it does appear to "simply" be something with the Exchange Admin Center "site"...
The removal of Exchange on-premises is now supported; https://practical365.com/removing-the-last-exchange-server/
But as for the ADSync (which I really hope is ADConnect), you should probably move it to a new server; https://docs.microsoft.com/en-us/azure/active-directory/hybrid/how-to-connect-import-export-config
