Computer equipment for good video conferencing

I have a user that is using a Dell 7400 and he does not like how the video Conferencing performance is om this laptop.

The video display looks to degrade with some time and the user now uses the telephone call in feature instead relying on the computer audio.  I have never had a big interest in Audio/Visual eqiupment of Gaming to know how to get the best Video Experience over the internet.  To be honest, I think the problem is that the user is using a laptop that is designed for office work not video conferencing and he desires a more clear video experience.  He is comparing the video conferencing experience with another laptop that is a Surface Pro. that has a Super VGA graphics design.      

I am not sure what else to try except to get another laptop and even then I do not know what type of laptop to get that will provide a better video conference experience for him.  Thus far I have tried the following:

1).  I have updated all of the drivers on the Dell 7400 laptop.

2).  I have used monitor cleaning soluton to clean the display on the 7400.

3).  I have provided a high definition USB camera for the user to plug into the Dell 7400.

4).  I have the user using the telephone audio instead of the computer Audio.

5).  The bandwidth is solid because it is the company's hard wired connection

But the user still says that the video quality is choppy at times but gets degraded after a while when using Microsoft Teams or WebEx conference calls.  I just don't think that the Dell 7400 laptop is designed for perfect video conferencing quality.  Does anyone have any suggestions on how to improve a laptopt's video display performance when using Teams or Webex?
