you have to boot into the operating system, mount the .iso and run setup from there. to get the upgrade options. Not Recommended.
You need to boot from it, not run it while Windows is running

I did boot Server 2012, mounted the .iso and ran setup from there.

Hello There:
How can I boot from .iso on EC2?
kevinhsieh:
where can I get the licensed installation media?
There's lots of documentation about Server upgrades on AWS.
I would have thought they would provide media?
Is there access to the .ISO images in the AWS console for managing the VMs?
EDIT: The Server 2019 .ISO should be available in the AWS marketplace for mounting in-guest is my guess?

I found this AWS video (upgrade to Server 2016, not 2019), but I assume most of the steps are the same.
I am going to pursue finding the Windows 2019 EBS on AWS.
