Unable to open PDF files that are download
Unable to open PDF files that are download. Adobe Acrobat reader could not open file because it is either not a supported file type or because the file has been damaged (for example, it was sent as an attachment and wasn't correctly decoded)
Looks like HTML code to me, but not a full webpage. Looks like some type of error report / log.
Where / how are you downloading that file?

Different browsers will not work. It's a PDF generation page with server side errors during generation, so obviously any browser will have the same results. You should know that any other site with PDFs are working already (and if you didn't, you should've tested it, ex.https://www.africau.edu/images/default/sample.pdf). And therefore, asking the site's developer/programmer to fix the bug is the only way forward.
Can you share what you found that resolved this problem?

My apologies, was out due to illness. The issue after much investigation back and forth was a real face palmer. I did contact the originator site and the site confirmed they were plain text files. When I went to the user's device, I found out that the reason they were complaining the pdf's were not opening, was because they changed the extension to PDF...hence why they didn't open. If they would of gave me that little tid bit in the beginning.... smh....

It's only PDF files that are downloaded, all others I can open
