Hello,
I am looking for a guide for the best way to setup a VPN for an office and laptops to connect to the office to access files, etc(without remote desktop) just like they are in the office without being there?
The vpn is to be setup on the server computer and each client.

I would consider a Firewall such as SonicWall instead of using Windows Server's VPN.
The below is just a suggestion. Depending on the size of your network you may want to purchase a smaller or larger capacity firewall.

This is a significant question and may not be ideal to answer on a forum like this as we dont have all the relavent info.
e.g.
- How many users?
- What kind of files/data will be accessed? sizes/frequency?
- What internet bandwidth do you have and can it be upgraded?
It might be very slow or unusable if too many users are trying to access databases/files over VPN on a connection that cant cope.
- What are your security policies and how would external access fit in?
- what kind of data would be accessible?
- how can you secure the VPNs to ensure minimal risk?
External access opens up wider risks and may result in GDPR breaches etc.
once the above are answered, you can then look at how to achieve it and what hardware to buy.
You may have suitable servers/hardware for VPN connections already, but if you need a large number of users it may not cope, or it may not be suitable secure to be viable.
Be advised, if you're going to use VPN for file access, Word, Excel, text files, and the like are generally fine when accessed over a VPN. However, Microsoft Access, database files, databases (including things like Quickbooks), and other large files can experience poor performance over VPNs, in part, due to slow upload speeds and much higher latency (compared to a LAN). RDP tends to be the better solution for most folks (I usually setup RD Gateway and Duo for MFA).
I agree with Lee, if you're going to use the VPN for more than just Word and Excel then RDP is a better solution and less of a headache and don't have to worry about losing work when the VPN client get disconnected. Just log back into the RDP server and continue where you left off.
However, mind you that you will require a bigger budget for an RDP server, licenses, etc,

Thanks so much for the comments and i apologize for a lack of information in my original post.
Remote users will be 4 to 8, connecting to files likes word, excel.
Just wanted a post giving me a few different paths forward with different software and hardware options to achieve it!?!

for a small number of users, accessing relatively small 'office' files a fairly simple VPN may be viable. i recommend checking both the upload and downlod speeds of the office internet as users may find it slow.
high level options:
setup vpn on an existing server (RRAS) - cheap but has security considerations as the server itself would be exposed to the internet a bit more than it is now. could use built in windows vpn clients.
use the firewall - many decent firewalls have vpn server facilities. some of the better ones come with their own vpn client for the users.
dedicated vpn hardware - strong option but can be harder to get working and may have a higher effective cost.
also if the number of users grows or if they start accesing larger files or databases, this solution will need reassesing.
