printer doesn't want to print with dell laptop
You have probably used the wrong driver, or a setting when printing is wrong (paper size not matching the paper size in your paper feeds often causes this.). Normally you should be able to see what went wrong when you look at the print Queue & logs on your PC. This of course will be different depending on the OS you are running.

It's probably a driver issue, then. It's clearly communicating with the printer, but it sounds like the printer's having issues understanding what it's receiving. Download the official software for that model from HP here:
Completely uninstall the current printer from the Dell laptop and then install the HP driver software from that site.
I agree with @gr8gonzo that it's probably a driver issue. As this is an HP MFP, uninstalling is more complicated than usual. Here are the steps:
- Go to Settings > Devices > Printers and Scanners. Click the printer and then Remove Device
- Go to Settings > Apps and Uninstall anything to do with the printer
- Go back to Settings > Devices > Printers and Scanners. Click "Print server properties" on the right.
- Click the Drivers tab and remove anything to do with the printer
- Now reinstall.
When the printer "makes a noise", does it pick paper and deliver a blank sheet? If it doesn't, it could be something as simple as the wrong paper size or type being selected in the driver.

is the printer installed without error in the printer applet?
how is it connected? wi-fi, lan?
can you print to other printers?
Use the HP Smart app. That should be able to get you connected to the printer. Of course, it all depends on how you are connected to the printer, WIFI, USB etc.

That comes from the HP Site. I was an HP Tech back in the day. If you go to Support.hp.com that will get you any drivers you need.
@Brian Ramos, did you need any other assistance with the Printer install?

Because the Smart App will recognize their latest printers with ease and install the drivers for you. It does not always work as expected, so I download the full software for my printers.
1. What's the printer model?
2. You said "it makes a little noise" - do you mean the printer makes noise or the laptop makes noise?
3. Is it the same noise made when you print from a different device?
4. Have you made sure that your printer drivers on your laptop are correct?
