What is a good strategy for creating CSS files for a complex website, where some styling is the same, page to page, and some is different?
How do you manage this to keep down load time and make CSS updates easiest?

I am not using WP at the moment.
So, what you showed would be considered an embedded style. I suppose it would be very bad practice to add anything that is page specific to the main.css.
Embedded makes sense for this usage.
