CSS strategy for external CSS files?

What is a good strategy for creating CSS files for a complex website, where some styling is the same, page to page, and some is different?

How do you manage this to keep down load time and make CSS updates easiest?

Thanks

I am not using WP at the moment.

So, what you showed would be considered an embedded style. I suppose it would be very bad practice to add anything that is page specific to the main.css.

Embedded makes sense for this usage.

So, you show two CSS files. Is there a time when each complex page might have its own CSS?
