Facebook rules for opening a new account

I have a FB account and wanted to open a new one to send a message to someone in another country. With all the various settings I decided to open another FB account so as not to mix friends, etc. I did everything asked of me to open it. It may have offered to upload a photo but it was not required. I had trouble locating the person because they have 7 FB accounts all with the same name and similar photo. As I look at their past posts each are about 3-4 months apart meaning this person opens a new FB account every few months.

The account I tried to open has now received a message from FB saying we violated their community standards and the account has only been open 3 days and only used to send a message to the person. I had to give my phone number and photo to even be able to "appeal" and like magic there was no window to ask a question about what rules we had broken. If they rule against us the account will be closed permanently when all I had to open the appeal was phone and photo.

We wanted a 2nd account and they have 7 accounts living in a dwelling with a dirt floor. If anything their many accounts should be in some violation.

Why is that allowed and what can we do about it?

I will say when I opened messenger to read the message I sent them the thumbnail to their profile was a dead end and no longer exist. It existed last night. Maybe they reported our account for phony reasons and deleted their own. And they may open another one with the same photo and possibly the same name or a different name.

There was no one to report me because none else knew of the 2nd account except the party I sent a message to.
FB doesn't know it's a single person household so the fact that both accounts were on the same IP address should not have mattered. Unless it's one account per household or per family which it is not as far as I know.
Helpless to appeal the decision not knowing the reason why. Actually my long time account has no photo or phone number attached. Maybe giving a number and photo on the suspended account gets around the suspension.

Would a real person have suspended the account or some software filters?

1 email address per personal account.

Both accounts had different email addresses. The only connection were both Yahoo accounts.

I should hear back from FB soon on the appeal.

The appeal failed. I created the account to keep church and family friends separate from other friends.
I used a new email address, my accurate phone number and uploaded an actual photo.
The only common denominator was the same IP address.

The only other clue was:
I joined to send a message to someone I met in The Philippines. They have 7 FB accounts and all the photos are quite similar = the same person. They live in a shack with no floor, etc. so they don't have multiple phone numbers but they could easily acquire 7 different email addresses using G mail.

The only other hint is that I went back to see the message I sent to them to see if they had received it yet. No they had not and "their" account to which I sent the message was no longer there.

So I'd say within a 48 hour period my account and their account were both banned.

Looking at their other 7 accounts the dates on their post show they open a new account about every 4 months. How they get to have multiple accounts and others can not is unknown.

I could go to our public library and try from their IP address. But the library does not allow access to some websites and FB could be one f them.
I would no longer be able to appeal any suspension because I am out of phone numbers and don't have "far different" personal photos.

I'm not sure why I was banned. You know? Tell my why.

thanks

For personal vs church or other businesses is to create business pages on https://business.facebook.com/. When you create a business page such as one for a church, you can interact as that business.  I have a dozen like that myself but only one personal account for my main email.

I didn't mean I was able to create a business account. They don't know if the account I tried to open was a second personal one. All they had to match was the IP address. For all they knew it could be a household of 10.
My account and the account of the person to whom I sent a FB message were both suspended = ?
---------
As far as my existing account I can not even locate my personal details in the settings. Also the account has never been required to give a phone number or photo, nothing but an email address.

On the new account I gave valid phone number and photo. Why removed not sure unless it had something to do with the account to which I had sent a message and that was the sole reason to open a 2nd account.
