Is "Partitioning" a form of database "Normalization"?


I see the value of both strategies. Is breaking a database schema into smaller tables, more query centric tables, a form of Normalization?

So, I have normalized many tables over the years. Does normalization slow query speed? Or, does a subsequent join have no impact?

Also, what specifically improves query speed in this example?

1) Employee table with 1 million records, with 25-columns
query selects
a) ID
b) Annual salary
c) Zip Code


2) Employee table partition with 1 million records, with 3-columns.
query selects all three:
a) ID
b) Annual salary
c) Zip Code

Why exactly is the second option faster? What columns did not get loaded?
