Can not add or remove features on Windows Server 2019

On a windows server 2019 standard edition when you try and add anything using add or remove features you get the error 0x80073701. We are also getting this whenever a software tries to add things into IIS. I already tried "sfc /scan now" "DISM /Online /Cleanup-Image /RestoreHealth" DISM /Online /Cleanup-Image /Startcomponentcleanup" Restarted server and no change to the issue. I also found a few forums that said it needed KB5006744 and extract the files into the CAB files and then add them in using dism /online /add-package. This also did not help. i also specified the C:\sxs folder as well which made no change. Has anyone else had this issue before? The server is also up to date on all updates from Microsoft. This is a VM server as well.

I've run into this as well, it tends to lock up after a prior attempt successful/not a reboot is needed.

The other when using powershell or dism to include source to the DVD media image.vdi....

do you have snapshots before any updates are done, if so revert back to the last one and see if that helps. please backup this image before reverting.
Can't find issues in the CBS logs?

Used to be language packs issues with this error. Install the missing ones and delete them again. Or remove them from your registry. A quick search on spiceworks gave me the register entry (did not check, please be carefully: https://community.spiceworks.com/topic/1974434-server-2016-unable-to-add-roles-or-features-after-making-server-a-domain-control?linkId=90443067)

Is it a VLCS license?

When installing roles, features while there is a WSUS server, it too can pose an issue in locating the packages.

Use /source image: to point to the VDI inage index 2

Hi,

This error usually indicates that the Windows component store is corrupted. You can try running the DISM (Deployment Image Servicing and Management) tool to repair the component store.
