Server 2019 boot issue

I have a Server 2019 box that, the last thing I saw, it was installing the Intel Rapid Stor. At that point when it booted it just booted to a black screen. I did once see a message that iastorafs.sys was either missing or corrupt. Everything is intact. I can boot the Server media and see everything. It just won't boot. Startup repair did nothing. Is there a way to simply fix the boot process?

Is there a backup of the server to prior to the driver install that can be recovered from?

Yes but that is a last resort. It is interesting. When it boots I get the BIOS error that there is no boot device available but as mentioned I can boot the server media and everything is there.

The OS is missing the driver.

Last Known Configuration work when in the Advanced Recovery Mode? That may step it back.

EDIT: What role or server app(s) on the box?

Safe mode is not an option unfortunately. A lot of things happened at once. All Dell and their Support Assist. 1) it installed Intel Rapid Stor drivers 2) it created a partition for OS Recovery. Go Dell! So I recovered the EFI partition and the no boot device error went away. Now it is back to booting to a black screen.

Ah, there you go. The partition layout got changed.

Boot to OS installer flash drive and use BCDEdit and BOOTREC to reset the boot record.

# TODO First
bootrec /fixmbr
bootrec /fixboot
bootrec /scanos
# TODO Then
bootrec /rebuildbcd
bcdedit /export c:\bcdbackup # bcdedit /import C:\backup
attrib boot -r -s -h
attrib c:\boot\bcd -h -r -s
ren c:\boot\bcd bcd.old
bootrec /rebuildbcd
<#
Successfully scanned Windows installations.
Total identified Windows installations: 1
[1]  D:\Windows
Add installation to boot list? Yes<Y>/No<N>/All<A>:
# TODO Y
#>
attrib c:\boot\bcd +h +r +s
Restart-Computer

I was thinking along that line too. Up above the "bootrec /rebuildbcd" finds one windows installation (C:\windows) but when you try and add it to the boot list it fails with "The requested system device cannot be found". There is also no boot folder.
