Unable to rename folder

I am trying to rename a folder that contains pdf, pub, ai, zip, otf, and txt files and am getting a message that the folder is in use. I have been unable to identify the issue and have restarted Windows 10. Assistance in getting this folder renamed is greatly appreciated.

If a reboot does not help, and you told us you did that already, some process is locking the folder by default.

Reboot into Safe Mode as suggested is one way to allow deletion or renaming.

Because I always want to know what is causing such issues, my approach would be to use handle.exe (command line) or Process Explorer (GUI), both from www.sysinternals.com to search for the executable keeping a handle to the folder.

..........quite true since safe mode might not be the fix.

i understand that the question is "solved", but i often get thus message once i have opened it in any MS app. i found that closing all the MS apps resolves the problem. but a regular reboot should also solve the problem...
