Why can i not make top row the header row for Windows Excel?

Why can i not make top row the header row for Windows Excel?


I can not even find the version number. I am using Desktop, not the cloud.


Suggestions?

Please explain more about the problem. Surely you can type something into row 1. Are you trying to make it so that no matter how far down you scroll that row 1 is always visible?
Is row 1 protected?

I am trying to make column headers (row 1) always visible.

I have done it 1,000 times with Excel. This version may be  different, OR I forgot how to do it.

View menu
Freeze Panes drop-down (in Window ribbon group)
Freeze Top Row
