How do I configure Azure VMs to autoscale through Citrix Cloud?

the requirement is to power off the VDI on corporate holidays

Use the AutoScale property in the GUI on the target Delivery Group.

we can't see the calendar options only weekdays/weekend can be set.
It can power off/on only 10 machines per min.
This is possible with automation script by setting parameters if no user session then VM get power off.
But, the requirement is "power off" machines only on corporate holidays and by script it may override the autoscale policy on that day.

So, how to achieve the target?
Please suggest.
It's deprecated, but have you tried PowerScale? https://github.com/leeej84/-DEPRECATED---PowerScale 
Of course, you could just apply the AutoScale options ahead of each corporate holiday manually, and then remove them after the holiday.
