What free software can I use to create diagrams of cars, traffic, intersections, etc.

What free software can I use to create diagrams of cars, traffic, intersections, etc.


I hope for automation where I make, or download, images, then use them over and over, without extra hassles.


I want to diagram traffic flows, but I want it to be as easy as possible. I seek a free application or applications, but I do have MS Office. I do not want to be forced back into an Adobe license.


I hope for a standard file output since I hope this project would last a very long time. So, I may need to alter my designs some time in the future, even years from now.


Suggestions?

I will be using this to create drawings for a very confidential matter, so I can not use the web for this. Any Mac Desktop apps? Windows might be okay, but is not preferred.

I do like the idea of investing effort into a platform that will be supported 5, 10 and even 20-years from now, like MS Office.
