Exchange 2019 ECP Redirect

I have a 2019 exchange server and when I type localhost/ecp or even client the admin center icon, it will take me to form based authentication and once i put in the user name and password it redirects me to, and it fails with the following error:

Hmmm… can't reach this page

It looks like the webpage at might be having issues, or it may have moved permanently to a new web address.


. I have 2 other servers and they don't respond the same way and it stays on local host if that's what i type in the URL or click the admin center icon. I have checked and there are no redirects in IIS and the settings are the same. Also the public SSL cert is current and associated with IIS. There are no local host records, so I really can't figure out why this is happening. This is a little network trace from MS Edge and I was hoping it would make sense to some and point me in the right direction. Any suggestions are appreciated, and this is on the actual local exchange server.

it's configured with names space but when using local host it shouldn't redirect to that. only this server does that when using local host the other 2 don't do that.
how is IP bound to the site on the server, is it all IP address or specific IP?
is it possible for you to recreate the ECP ?
Also version of Exchange CU the same across these CAS
