Office 365 Administrator with rights to only certain users

I have a standard Office 365 setup with about 60 users, mix of exchange online and business standard licenses, and 5 or so different domains. I want to give a specific user administrator permissions but for a group of users only, e.g. so I can give the password reset role to a user but limit the users they can reset the password for. I've read up on administrative units in Azure AD but pretty sure I can't get these on the free AD license that I have through Office 365. Thanks.

You could achieve this by using Administrative Units in Azure AD - https://learn.microsoft.com/en-us/azure/active-directory/roles/administrative-units 

*edit - apologies i didnt read the last line regarding your AzureAD license.

This would be the only way to achieve that; you would need AD Premium P1

Hi Ross - thanks for your help. So just to clarify - I am assuming I don't have an "AD Premium P1" as to the best of my knowledge Office 365 licenses, e.g. Business Standard only come with a free Azure AD license, but can you confirm that ?
