Turning on Hyper-V live migrations failing.

We are running Windows Server 2019 and use Hyper-V for our VM's.  The server is a HP ProLiant DL360 Gen10.  When I try to enable VM Migration I get a popup of "Error applying live migrations changes.  Failed to modify service settings".  Not sure if it's related, but down below in the Hyper-V settings windows I get a warning saying "you must log off and log on again to use the selected live migration authentication protocol.  To change the live migration authentication protocol, expand the live migration page and then select the advanced features page."  I have read that I just need to expand the advanced features page and hit apply but that's not working either.  Not sure if the two error's I'm seeing are related but I'm just wanting to set this up for live migrations.

We don't have any issues with Live Migration as it should just work out of the box.

There's something in the Group Policy setup that's forcing this problem on the servers.

Elevated CMD:

GPResult /H C:\Temp\GPResults.HTML

That will produce a full report of what GPOs are applied and what they are applying.
