Apple ID issue with Airtag

I am facing a very strange issue with my Apple ID, 2 days ago I found all airtag under Find My disappeared, then I try to bind again but failed, also I tried reset my airtag also got the same error, after lots of testing I can confirm this issue is with my Apple ID not any Apple device or airtag.
no matter on which Apple device(iphone or ipad), no matter binding whose airtag(my friend's or mine), if via my Apple ID all failed get same error, via other Apple ID all successful no issue.
under my Apple ID, all works well such as devices under Find My, except binding airtag, even Apple support can't explain whats wrong and could not provide any solution.
do you have any idea with this issue?

Did you try what the message says?
Can you logon to icloud.com from another device using a web browser? If you can't logon then try changing your Apple ID password. If you changed your password then you would have to enter the new password on all devices.
