Google Ads: Display ad - no clicks and impressions - 4 day's data

Hello,

I started a campaign (after few years of inactivity) to create a Responsive display ad four days ago.
The campaign is enabled, the ad group is Eligible and enabled, the ad is Eligible and enabled.
However it looks like paused: 0 clicks, 0 impressions in the last 4 days (screenshot below).
At the targeting Weekly estimates shows Impressions 8B (B=billion??).

At the Billing section the Balance is 0, Payments is 0. Should I make a payment so as the ad would start? Under Notifications I can't see anything special just things like "Set up conversion tracking" etc. 
After this I started a a Discovery campaing but the result is the same.   Here the status is "Bid strategy learning"

Ensure that your ads have been approved by Google. Sometimes, ads might not be showing due to violations of Google's advertising policies. Check your account for any disapproved ads or warnings.


Google Ads allows you to rotate your ads for testing purposes. Check if your ad rotation settings are set to "Optimize" or "Rotate indefinitely." If set to "Rotate indefinitely," it might affect how often your ad is shown.



At the Billing section the Balance is 0, Payments is 0. Should I make a payment so as the ad would start?  

If your balance and payments are showing as 0, it's possible that your campaign isn't active due to payment issues. Make sure your payment method is set up correctly and has sufficient funds to cover the campaign's costs.
