On Premise Exchange 2019 & Outlook 2019 one user email lag from time sent
I have a user that intermittenly receive emails that are behind anyware from 7-15 minutes from time sent. These emails are never late in OWA syncing with his Android phone running outlook. This happens with internal as well as emails from outside of our Shop. I have done everything from recreating his profile, compacting his data base, to increasing the send and receive interval in Outlook. I am at my wits end and cant figure out what is wrong. This is only happening to the one user out of 41 mail boxes. We have an On Premise Exchange Server 2019 (CU13). My computer service vender also can not figure it out. They currently have a running diagnostic program called (Fiddler) and it is not catching any tranport errors. Any one have any idea what to do next as this is a big problem do to our production environment. Please keep in mind that I am not an Exchange Guru so please go easy on me.

Thank you for your response. This client has no rules setup in Outlook. Just in case I will check again and Check in OWA. I am not sure what you are talking about when you say ENABLED folder sync. Can you tell me where that is. This third party sanitation provider you are talking about, do you mean our first inline virus, and filtering email system (Sophos).

By default, Outlook does not work the same as OWA or ActiveSync on Mobile (So, it is not so reactive).
=> The problem is often due to the synchronization of the OST file.
You can try to disable (temporarily) the local cache in the Outlook configuration (Properties of the Account in the profile) to see if the problem is still present.
=> You could also try to clean (export and remove) the office registries for this user. Some bad parameters can come from old/legacy Outlook version. Office configuration and Outlook profile would have to be configured again.

First - Thanks for your help ! I'm at my wits end with this problem. I have in the past disabled Cache mode in Outlook 2019 but not long enough to see if it makes a difference. I just now disabled it, and will leave it that way until I get a email lag complaint again from this Outlook user.
I will need possibly a week before another lag comes into play unless this change fixed it.

Look for rules in the Outlook client (PC) or in OWA that may be the culprit. Also, the PC client needs to be set to ENABLED for folder sync in the connection's properties. Usually, Outlook doesn't have it enabled out of the box (red X).
Also, is there a third-party sanitation provider in front of that Exchange Server? If there is, then check the logs there for transport times to verify that the e-mail was handed off to Exchange in a timely manner.
