You're doing nothing wrong, it's a gradual process, the AI doesn't know when enough has been removed.Take the large brush tool and keep painting it over the text until it is completely removed.Allow the image to refresh after each removal.Continue to repeat until you have it how you want.

In other words I just need the background, then I’ll add it to MS Publisher, and add my text.   The only software I have is O365 under Win 10

Remove text from image
