FM - How Can You Make Value Lists Dynamic and Sort How You Want?

I don't like making value lists dynamic by using the field the value list is for because a) option won't show up if it's never been used before and b) sometimes we've changed the name in a value list and don't want someone selecting an old one (so wouldn't recommend changing names in a value list; gets to be a real pain).

QUESTION:  How can you create a dynamic list, then.  What I've done that works in several areas, is to create a table with only one record called PermGlobals and x relate it to say my PropInfo table.  I do this for email addresses and it works great.  It would work for most values lists, except in my case I want to separate the old ones from the new ones by adding in a ----OLD: and ----New:   The only problem is that when a value lists uses a field it auto sorts alphabetically, so my Old and New values are mixed together.  Any ideas?  Thank you.
