Cannot move all Exchange 2019 public folders to Office 365

Cannot move all public folders from Exchange 2019 to public folders in Office 365.

The Exchange 2019 on premise server is in Hybrid mode with Microsoft 365.

After following these articles:

https://learn.microsoft.com/en-us/exchange/collaboration/public-folders/migrate-to-exchange-online?view=exchserver-2019

and this:

https://jaapwesselius.com/2022/11/15/migrating-exchange-2016-public-folders-to-office-365/comment-page-1/

I am experiencing that i have 19 public folders and 1 mailbox for public folder in Exhange 2019 on premise.

When i do the .\Export-ModernPublicFolderStatistics.ps1 On_Prem_Stats.csv i see all the public folders and structures but when i follow this script:

.\ModernPublicFolderToMailboxMapGenerator.ps1 -MailboxSize 50GB -MailboxRecoverableItemSize 15GB -ImportFile On_Prem_Stats.csv -ExportFile PFMapping.csv

i only see 4 mailboxes appearing which are being migrated to public folders in Exchange.

This is done by this command:

$PFMappings = Import-Csv C:\PFScripts\PFMapping.csv
$PrimaryMailboxName = ($PFMappings | Where-Object FolderPath -eq "\").TargetMailbox
New-Mailbox -HoldForMigration:$True -PublicFolder -IsExcludedFromServingHierarchy:$False $PrimaryMailboxName
($PFMappings | Where-Object TargetMailbox -ne $PrimaryMailboxName).TargetMailbox | Sort-Object -Unique | ForEach-Object { New-Mailbox -PublicFolder -IsExcludedFromServingHierarchy:$False $_}

There was also a mentioning about the script:

“ModernPublicFolderToMailboxMapGenerator.ps1 script, the PFMapping.csv does not contain all public folders? The larger I set the -Mailbox size parameter, the fewer public folders show in the CSV, and the smaller I set the -Mailbox size parameter, the more public folders show up in the CSV. Confused???”

This is what i am experiencing. How can i succesful migrate all the public folders do Office 365?

I was also trying to export to PST and then import to public folder/pst but in Office 365 i cannot create a public folder, it says:

|Microsoft.Exchange.Data.StoreObjects.ObjectNotFoundException|No active public folder mailboxes were found for organization. This happens when no public folder mailboxes are provisioned or they are provisioned in 'HoldForMigration' mode. If you're not currently performing a migration, create a public folder mailbox.

But nothing is hold for migration.

What can i do to solve this problem?

Thank you very much for clearing this up!

One thing to know:

We have 1 public folder mailbox in Exchange 2019 on premise and 19 public folders.

How will i get the same in Office 365? Because when i do the migration i only will get Public folder mailboxes with everything in it, depends on the split of the size?

Having the same (all in one PF mailbox) is not a good idea !

It seems that you have a little less than 200GB of public folders.

That (huge) size is not recommended.

Ideally, PF mailboxes/folders should be 25 to 35 GB. Having greater sizes can impact the split process used by the system when a specific folder/mailbox becomes too big. You should have this warning in the page that explains the PF migration.

Hi DEMAN-BARCELO,

Thank you so much for your comments. I was hesitating the whole time if this was the right way to migrate the public folders. But thanks to you it was succesfully migrated.
