since it is minimal OS (ubuntu minimal) it does not auto mount, can we think as baseline security to disable only the usb-storage kernel module while keeping usb mouse and usb keyboard works, as this is a headless server and share document with customer on how to enable in case they wanted to enable. please advise, thanks.

When you are going to disable all before delivering to customer then you could also use a couple of the basic USB lock devices and give the key to the customer. No software needed then. You find those for a couple of $ on ebay.
