The user has a HP OfficeJet 4650
It is stuck in Blue Screen. Power cycling doesn't help.
Is there a procedure for resetting the printer, or do they have to get a new one?
HP is of NO HELP on their website. I keep getting sent around in circles. HP apparently doesn't want the steps for a factory reset to be publicly known.

According to HP, all you need to do is this:
Disconnect the power cord from the printer while it is still turned on. Wait for about 60 seconds, and then reconnect the power cord. Turn on the printer and check if the display screen is functioning properly now.
Somehow I suspect that's not going to do the trick…
The same support post also suggests updating the firmware. I strongly urge you not to do that. It will not fix any problem, and, as we're talking HP here, is likely to cause other issues.
And, it says to refer to the user manual for factory reset instructions. As if HP would ever put that in a manual!
i found one solution here, look if it helps :
Solved: HP Officejet 4650 with blue screen of death - HP Support Community - 8975975
1. Pull the plug and power down the printer.
2. Power up the printer.
3. Open the ink compartment, then the scanner. Not sure if I need to do both, neither, or just one. Just see if I could bring it back from hibernation. Didn't work.
4. Pull the plug and power down the printer.
5. Connect with USB to a Windows 10 (HP), I didn't power up.
6. Deleted the existing 4650 printer in Windows.
7. Plug in the power (blue screen doesn't turn back on).
8. Press power button on printer.
Service manual attached
You'll probably not be surprised that the factory reset is managed from the Control Panel(!)
