IIS issue
Hi,
I re-setup everything within one Win 2016 server, but it is same issue below. Please help. Does anyone have same issue within Win 2016 server?

Try http instead of https. Do you resolve the SERVER Name WIN-...?

Instead of using the server hostname User generated image, can you try using https://localhost or https://<server ip address>

As @strivoli mention, most probably the server hostname is not resolvable.

I use IP instead, and it is same issue. Here is the error
Severity   Code   Description   Project   File   Line   Suppression State
Error      Web deployment task failed. (Could not connect to the remote computer ("1??????"). On the remote computer, make sure that Web Deploy is installed and that the required process ("Web Management Service") is started.

Open a CMD Prompt and try "telnet IP_ADDRESS 443". What do you get? Please POST Screenshot.

That's correct, Please follow "David Johnson" suggestion: in the Text Box named SERVER write only the SERVER Name.
